Governance & Access Measurement Tool

GIGG&D assesses public institutions and projects against explicit, published criteria. Every score is backed by evidence, verified, and independently reviewed before publication. Where evidence is lacking, we say so.

How it works

  1. The scope and methodology of each assessment are defined and recorded before scoring begins.
  2. Each category carries a published weight. Scores require documented evidence and verification.
  3. Where evidence is insufficient, the category is marked “Insufficient evidence” — never guessed.
  4. Drafts undergo independent review; the assessed institution is given an opportunity to respond.
  5. Only approved assessments are published. Corrections follow a documented process and earlier versions are preserved.
